The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Try removing vehicle search. I did see a little error with it. Not sure if it's the root problem.

Does this happen every single time?

This has been happening to me right now, every time.

After that, nothing happens. My game gets stuck indefinitely in the story mode load screen and the log never gets updated.
