Anyone know why I can't call for a prisoner transport or use any other menu for that matter like review court cases, speed radar etc??

Those features don't come with LSPDFR. You have to download addons for LSPDFR.

No, there's way too many things you can add to LSPDFR. I myself probably have about 25 addons. 

But for the features you want, you'll need Traffic Policer, Arrest Manager, and LSPDFR+ (LSPDFR Plus) by Albo1125.

Oh I thought you meant there was a specific link. I have all of these addons but the 8 key won't dispatch backup, or any of the other functions

Make sure you installed them correctly. What folder all the files for all those addons in? And the 8 key is only for transport.

they load up on screen but dont do anything

Read the .ini files. Those contain all the buttons those mods use. Also, please post screenshots: One of your Plugins folder, and one of the LSPDFR folder inside of your Plugins folder.

Stupid question, but you are going on duty before trying to use these, correct?

 

Make sure you have ScriptHookV and ScriptHookVDotNet installed as well.

I'm going to the station. I tried force duty as well and it did nothing as well

When you go to the station, are you just walking in and walking out or actually pressing the button when it prompts you to, and then selecting uniforms/vehicles?

Can you attach your RPH log to your next reply?  You can do this by clicking "choose file" (on the quick reply box)-->navigate to your GTA 5 directory-->select the RagePluginHook text document.
