Try doing this:

 

1. Run the game via GTAVLauncher.

 

2. Let it install updates if there is.

 

3. Play a little, then close the game.

 

4. Run the game via RagePlugin Hook.

I think your computer automatically translates, english in to your language.

Ah, ok then. 

 

In this case, since there is no indication of what is causing your crash run the LSPDFR Update checker to see if any of your plugins are outdated, if that doesn't work then reinstall your game. Then only add RPH and LSPDFR.. no other mods.

When you've done that LSPDFR should work then one by one re-add your mods until you find out whats causing your crash
