The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Right after this. I've updated my update.rpf and I deleted my mod folder to see if it works but it doesnt even when I start GTA  only.

Move OpenIV.asi from your GTA directory to your desktop. Try again.

Take your mods folder out of out of the GTA V folder (don't do  this in openiv). Open File Explorer, go to GTA V folder, and drag and drop the mods folder to your desktop. Try again.

I don't believe so.  Are you running RPH as admin?  If yes, the only thing I can think of is maybe your firewall/anti virus is blocking GTA.
