You can't as far as i know. Why would you need to open it with Cortex?

because when i was playing as a cop ( LSPDFR ) my FPS droped from 30 to 15-20, during pursuit it was 11

Just press Ctrl + Alt + B before launching your game (you can also do this when in game). You don't need to run the game via Cortex for it to "boost" the game. 

To take it out of boost mode do the same except press R instead of B
