I am tired of these random pursuits  were police star shooting civilians while chasing them and running over them, this happens more often while playing lspdfr and it breaks my immersion.

Is there a way to disable this? 

Not that I know of. Its just how the game is.

Don't listen to these morons. Let me give you some actual advice. Could I have a few details before I help you so I can make sure it's the right way?

Where did you install your GTAIV to?

Find where you installed it, and then in the main directory find the FR Uninstall file. Uninstall LCPDFR and then go download a fresh copy and install it. In the LCPDFR Configurator, make sure you turn "Don't use Random IV on foot pursuits" or something along those lines.

 

This means that LCPDFR will override GTAIV's choice to add random pursuits. It won't be available for you to join the pursuit anymore.
