The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

not too long after i started playing LSPDFR i noticed when i ask for ID the characters move like they're exchanging ID and i can hear the officer say kifflom but, i never see the ID pop up and it does not show in the brief either. 

it started after (i think) police radio and traffic policer but i uninstalled both trying to isolate it and it didn't work, i also used albos troubleshooter and it said there were no errors

Have you updated ScriptHookV and ScriptHookVDotNet? Sounds like it's half working, half not.
