The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The current game version is not supported.

Interesting. I did run a test before posting using a bare bones copy of GTA V & RPH and it worked for me. 

Perhaps that's just OP's problem.

Wait a second, you have retail version right?
Have you launched the game? There is a mandatory 5GBs update to download as well as the extra 5-10GBs to get the latest updates.
(In case anybody want's to know how I knew that, GTA5.exe is not present, as well as personal experience.)
