I see that many many people have this problem , but i was able to find out how to fix that (worked for 2 other guys).

If you get this error " Could not hook game process. Insufficient permissions or bad anti-virus. " then do next :

Make sure you have installed all of these :

• Microsoft .NET Framework 4.6, or higher.
• Microsoft Visual C++ 2010 SP1 Redistributable Package (x64)
• Visual C++ Redistributable for Visual Studio 2015 (x64)

^^ this will not fix your problem, but these are needed anyway.

Solution for this error :

1. Make windows update (all of them). - most important part.

2. Make sure you have latest RHP, which is 0.44 right now. - not that important, but it's always good if you have latest plugin.

 

That's all you need to do, in order to run RHP.

Unfortunately, this did not work for me.

Yes its important to have those what you see above I had also that prob.  also look for window updates.

What also work for me was to make an clean install from GTAV - so remove and delete all GTAV folder delete LSPDFR  and remove RPH. then and that was for me very important when I started an new install from GTAV  I shut down my virus scanner and my pc protection program. Then I installed GTAV  when it was installed I started PlayGTAV  you find it in your Grand Theft Auto V Folder  you will see he load and install the updated from GTAV.  when it was ready I play the first mission and then I saved. exit the game and then I installed LSPDFR and some other plugins. then I installed RagePluginHook  0.42 is the best but 0.44 I use ( but its up to You )  then I use 

To see if there is any prob. and also don't forget to install

And I can say I had no prob at all and the game work smooth , So I hope this will also work for you peeps.
