My GTA crahses when i have any car mods on it will load up and right when its loading it crashes, the only way it will work is if i take open 4 asi out. I have tried fresh installs 4 times i even went down to windows 7 from 10 and still the same thing, it started happening with the new update and it doesnt matter what i do (replace/addon) or what car mod it is. please help.

Also im able to install some weapon files and i have tried putting in that gameconfig that supposed to fix it but nothing.

Are you using a mods folder?

Yes i am sorry forgot to mention that

Are you editing any .metas? My game crashes on startup if there is an error in one of them

It's most likely because when the game updated, something like update.rpf has been updated, but you would have had an outdated version of update.rpf in your mods folder, which is the rpf that the game is trying to load. My suggestion, find anything in your mods folder that might have updated, replace it with the newest version, and reinstall any mods that are used by said files
