The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm wondering if there is any documentation available of the equation that utilizes this variable. Or, if not, if someone could quote the equation here. I know think that there used to be a minTime and maxTime in the ini. Are those still valid variable that can be added to the ini or are they hardcoded to a new equation?

There's no 'equation' known. It's not like you need to know it anyway. High number = lots of callouts, low number = few callouts. Just play with it and see what fits best.
