So I replaced the wheels on this Audi RS4 Model I'm working on, only problem is that the dummy wheels are two high (top part of the tire is being cut off as seen on the screenshots)

I don't know how to move the dummy wheels as they aren't displayed on ZModeler.

 

Any help would be greatly appreciated! (and credited if you care for that)

What you wanna do is try starting over again and import the wheel. Only work on the front left wheel. When you do this resize the new wheel to the old wheels size so that it fits properly. After your done with that take all the collision components and what not inside the original wheel and drag them over to the new wheel. After that you can delete the Old wheel and it should be sitting properly.

Well I think I did that, I imported the car and then the wheel. Made sure the wheel was in the desired place and then copied all the police3's wheel components to the one I imported then placed the new wheel into the police3 group.. 

Yep sounds like you did it right. All the other wheels collision might be off. Should try and see and base it off the left front one
