(Note: I'm pretty sure this has been asked before but a search doesn't reveal anything... and I'm not sure where to go to)

So as the title suggests, I'd like to know how I would begin modding the game. What should I learn? What should I know? Anything specific or what? 

(Assume that I have some understanding of coding, and how scripts and stuff work.)

This is all a hypothetical situation (although I'm mostly asking this because I want to become a modder and not just one of those people who go around, being lazy and asking that someone make X or Y mod for them specifically).
