The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Your issue seems to be with SlimDX, please reinstall the Microsoft Visual C++ Redistributable 2010. If that does not work, head over to the Ragehook forums: forums.ragehook.net
