Need help adding vehicle (New to modding)

I'm trying to add the Ford Police Interceptor 2012 model. 1.6.0  and when I am looking at the readme, it says I need to open a file path "(mods)/patchday4ng/dlc.rpf/x64/levels/gta5/vehicles.rpf" but I never created a mod folder and am not sure how. Also the install path is "(mods)\Update\X64\Dlcpacks\mpheist\dlc.rpf\common\data" which I don't have either.

Can somone direct me to where a tutorial is for beginners or help me out on what I need to do. If anyone has time to write out a complete step-by-step I would appreciate it.

so you make a new  folder named mods make sure you make that in your grand theft auto v folder  now copy the folder update and paste it in your mods

folder

 

Open iv then go to mods folder x64 dlcpacks then click on the folder that says
pacthday4ng then click dlc levels/gta5/ vechicles.rpf


Then go to the top and where it says tools in open iv click asi mananger then click asi loader click install
Do the same for Openiv.asi Just click on install on Openiv.asi

and make sure you don't play online with modded rpf let me know if you have any more questions
