The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

There's a new update out, is there an auto-update or is it manual/complete reinstall?

You need to download it and overwrite all the old files. I think the automatic installer does this for you automatically. I prefer the manual installation process by far though.
