The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I've been looking at mods all day and night for a week now lol

I find it interesting that there is a Traffic Laws script but no script that tells cops to pull over someone running a stop sign or red light... It's times like this that I wish I knew how to create GTA V mods. Is this a simple task or is it difficult to implement? I would think someone would have thought of this already :/

Just an idea :)

    What do you mean? You see someone run a red light you pull them over? It's pointless someone adding a plugin that blips a vehicles for an offence you've just witnessed.

     

    Explain if I've got the wrong end of the stick.
