I am curious if anyone can tell me what computer to buy and what extras I need to download the police mod I've been told different stories by everyone the name and model of computer would help I should get would help and if a labtop would work

 

By police mod, do you mean LSPDFR?

If you mean LSPDFR, you don't need much more than what you'd need to run GTA V in decent conditions. It doesn't require more resources.

I've moved your topic, as from what it seems, you're asking questions in regard to your computer running LSPDFR.

That being said, the modification doesn't really have any effect on the visual performance of the game. It's a script file which basically works similar to how a mission addon would. That means you are going to need to look at computers, which at-least have Grand Theft Auto's minimum requirements - I will post them below. As long as you have a computer that meets that you should be alright at running that game, at a somewhat decent quality without frame-loss.

Requirements: 

Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz.

Memory: 4GB.

Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, *11)

Sound Card: 100% DirectX 10 compatible.

HDD Space: 65GB.

DVD Drive.
