I'd have to recommend Cry ENB. It allows you to choose your settings for the ENB. (Low-end, mid-end, high-end, and ultra-end, and I think insane-end) I have relatively the same computer specs and I find that high end works best. But you can always change the settings to higher or lower.

That'd be alot of links, and some of them aren't public either. I could link you them I guess, but not on a forum. It'd be easier if you private message me and I can send you some. But It all depends on what you're gonna do in the game, like what agency or department you wanna do. (I personally do a LCPD/NYPD theme for my GTA IV.)
