HELP downloads happening as rar or pdf/ internet explorer files

Hello, 

I am new to LSPDFR and I am having some trouble using my downloads such as vehicles and scripts. When I download some vehicles, it gives me two files, an rar and something where it pops up as an internet explorer tab? And trying to download police radio it does the same exact thing. If you need to know, I am running windows ten.
