I have the basics of Zmodeler down (ie importing, exporting, assigning textures, etc.). Could someone help me with adding police lighting and porting lightbars from GTA IV? Any help is appreciated. The tutorials I have seen haven't been too helpful.

What id do is get

for your inital release of the vehicle and then later on when ur fixing other bugs change it to a converted light bar or try making 1 urself :) that way at least you have something out already to update :)
