Also, when I changed slots and got x16, why is that not running at 2.0?
If specs are needed they are on my signature.

Are you using GPU-Z to verify that it is or isn't running at 2.0? When the card is idle and downclocks, it will also downclock the PCIE lane. So there needs to be some load on the card and it will show 2.0. Conveniently, GPU-Z also has a PCIE Render Test for this purpose.

That is odd then unless that particular PCIE slot just doesn't support 2.0, but I don't think that would be the case... what type of motherboard do you have?

Z97 chipset, full size ATX, Z97-AR motherboard.

I was previously using PCIE16X SLOT 2, I got 2.0 8x max.
I now use SLOT 1 and get 1.1 16x max.

Strange thing is, now the GPU is stating its max at 1.1, even though in Slot 2, it said 2.0 16x.

I've also tried forcing the UEFI to set the PCI bus to Gen2, but that didn't work either.

Looking at the specs on that board you should be getting 3.0 x16, not 1.1, but unfortunately I don't know why you aren't. My hardware is pretty old but both of my GTX670s show 2.0.

I will actually look at my UEFI version, I'm unsure if I'm on the latest version.

Oh crap, I'm on a version that isn't even available to download. Version 1204, apparently the latest version is 2801.

YESSSSS, turned out it was in a different PCIe config. In a bit I may turn off that damn lane power saving.

Yup, is now stable at 60. Shouldn't your card be at 3.0 too because it should support it?

My motherboard is old as balls, it's an ASUS RAMPAGE III Extreme which is an LGA1366 socket board. It barely supports SATA 3.0, but that doesn't seem to matter as my SSDs get some insane benchmarks. But as you can see here it only supports PCIE 2.0 - https://www.asus.com/ROG-Republic-Of-Gamers/RAMPAGE_III_EXTREME/specifications/. Hell this board and CPU are about 7+ years old and been overclocked from day 1, so that's a testament to ASUS and Intel.

I'm gonna build a new PC relatively soon.
