The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If i'm not mistaken it is a feature of 3.0. It closes the road you are on causing other vehicles depending on the distance to stop or in your case turn around, but you can open the roads back up via your action menu.
