The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Well you are running RPH 0.34 and game version .573. There are newer versions. You also have RAGEnativeUI version 1.3 installed.  Since I don't know which mods you have installed, not much more I can say.
