Every time I get in the vehicle the fps drops below 10 fps. I have tried putting my setting all the way down still lags, fps drops. I also looked up possible solution none of them worked.

Only thing I can think of is upgrading video card and possibly ram. Fps drop clean os installed. 

Please help!!

I did noticed fps decrease and lags since 0.3 have arrived too. Looks like guys forget about very important thing called optimisation, too many constant precondition checks and variables without self erase when they don't needed anymore. And i'm shure cop ped recognition is involved in that not as a last one

Trust me it's just you. I run V with a bunch of other mods normally at 75fps. with LSPDFR = about 70. Make sure that your little 2GB card isn't being pushed on memory capacity.

I have a GTX 960. My graphics card is (in tests) almost triple the performance of yours. Yet I can only get 70 at high/medium settings (and around 50fps max settings no aa). I cannot increase performance in old hardware. I wish I could.

I was looking at getting the GTX 970. I sort of fixed it by disabling intel turbo, but it still lags with ragetrainerv

 

Get yourself a GTX 960 4GB. I have no idea why turbo boost would cause it.

I really don't think it was turbo boost but I saw it was a suggestion. I really think it was just RageTrainerV. I've been playing with mods at 80fps lately with other mods fine. 

you would recommend GTX 960 4gb over this

It's all you could ever need to get Very High/Ultra settings.
