Lights Flare TOO much

Hello :D

I have installed Visual V and Radiance V to make my lightbars on the patrol cars more bright, since it looks just like a flashing texture during the day. But for some reason, when it hits night time, the lights flare to an insane amount, and I have no clue on how to adjust it on either. I have only installed the Basic Bright files for Radiance V and the default installationg fies of Visual V. Can anyone please help me???
