The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I can load 0.3 if I go into the main directory and start with rage plugin, however using mod manager it is not loading.  Will it work with mod manager?

Consult with the mod author. LSPDFR will always work on a 100% clean copy.

Sorry, I figured it out.  I had to take the extracted LSPD first response folder in put it in the GTA 5 mods folder and enable it in mod manager.
