Make sure you have Net Framework 4.5 and Visual C++ Redistributable for Visual Studio 2012 Update 4. (X86 version)  I hope that fixes your problem and if your LCPDFR still will not launch, come back and reply and ill try to help you the best I can.

Addition: I am assuming that you are running a legitimate copy or download of GTA IV. Bootlegs/cracks/pirated versions will not get support on here.

I suggest Dallas Police Texture Pack  and Ventura County Pack. Also I also highly recommend any vehicles that are Ohio State Highway Patrol (OSHP) Related. There are a TON of great car packs out there. Just look around I'm sure you will find many great car packs.

Here are some others I would suggest looking into. They aren't necessarily packs but you can compile your own with cars you find.

  • Alaska State Troopers
  • Ohio Sheriff
  • NYPD/LCPD
  • Chicago Police
  • Las Vegas Metro Police
  • Royal Canadian Mounted Police (RCMP)
  • LAPD
  • California Highway Patrol (CHP)
  • New York State Police

Hopefully out of those suggestions you will find at least one to enjoy while patrolling.
