The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

would it be possible to combine semi-realistic vehicle physics meta and the Realistic Driving meta code into one meta file. Files attached. I have tried but to no avail. Perhaps somebody with knowledge could enlighten me.

Short answer yes, but you're dealing with two mods that are editing the same file, so you'd have to compare the files and pick/choose which values you want to use from the respective files. It would take some work and would be purely subjective.
