Pearlescent colours on top of livery

Just wondering if anyone knows how to stop this? I'm using an unmarked CVPI on my POLICE4 slot, I've installed 2 CHP livery's and edited the .meta file so they spawn with livery's. I have also changed this in the .meta: 

<AllowBodyColorMapping value="false" /> I changed the value from true to false

I also changed the flags line so the pushbar doesn't fly off and also to enable livery's, here it is:

<flags>FLAG_LAW_ENFORCEMENT FLAG_EMERGENCY_SERVICE FLAG_NO_RESPRAY FLAG_DONT_SPAWN_IN_CARGEN FLAG_REPORT_CRIME_IF_STANDING_ON FLAG_HAS_LIVERY FLAG_EXTRAS_REQUIRE  FLAG_EXTRAS_STRONG</flags>

I'm sure I'm just being a noob and not doing something right, please help.
