Rotating bar issues.

I was wondering if someone could help me with the rotating bars for gta iv. Every time I make a model with the rotators it works, its just that every time I turn on the els, the rotators in side the light bar start rotating outside the lightbar. I would really appreciate it if someone could help me with that problem.
