How can I go on duty with keys? I've tried CTRL + P and SPACE + F9.

Run, space, F9. So basically you need to be running and jump in the air and press F9.

If you're using Simple Trainer there's a way to save outfits, but it has to be the cop model or whatever model you're using. You go to Model spawning, Clothes menu, and at the bottom there are load/save slots. Put the head where you want it, hair, utilities, then save. Once you load LSPD:FR again you just go to the same location and hit load in the same slot.
