LCPDFR Won't Activate in Game

Running a brand new, self-built, gaming computer with windows 10. I am running the game as administrator, have tried the manual install, and have C++ onboard and running. Additionally, GTA4 has no other mods installed in it.

LCPDFR installs fine and the game runs, however, upon pressing ALT+P the modification will not activate. Love LCPDFR and really would like to play. Any help would be greatly appreciated. Thanks!

Just an update. I have now tried two different operating systems (Windows 10 and Windows 7) as well as the CD and Steam version of GTA 4. Game is up to date and is being run as administrator. 

In case it's a hardware issue, I'm running the following components. 

AMD FX8350 8-Core Black Edition 

AMD ASROCK 990FX Killer Motherboard

Sapphire Nitro R7 370 Graphics Card
