The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hi, so I added a bunch of cars all from one pack and when looking at the models in openiv they all appear to have the correct skins, however when in game only on of the cars has the correct skins.  The only problem I could think of would be that I installed them all to x64e although some of them wanted to be put in patchdayone which does not exist.  I have no other mods installed, any help would be great. Thanks

Indeed, you found out exactly what is wrong. Ensure that you have the latest version of GTA V and review the readme for the modification again, it should tell you exactly where everything should go. If not, you can search with OpenIVs search function.
