If I wanted to download LCPDFR 0.91, do I have to make a new Games For Windows - Live account once I play GTA IV: Episodes From Liberty City and then complete the first mission and then download 0.91, please if anyone can answer this I would be glad! =) & I really wanna get this game i'm trying my best :[]

No, LCPDFR is a mod you can just download. As long as GTAIV works, LCPDFR can. Also, .95 is out...
