I believe he's simply hinting that any mods installed prior to the update may need to be scrapped and reapplied to a fresh .rpf file.

So are we talking like script mods or mods that are used with open IV. I mean I don't remember what I put in cause there is so much I have modded I have a unmodded update folder to try it is see if that is it. I mean this is kind of crappy cause I like playing in the desert and I can't.

First thing I'd do if this was happening to me... remove all mods, play the game in a vanilla state... do you still crash in Sandy Shores? If so, you've got a serious problem / possibly corrupt game files or failing hardware. If you don't crash, reapply your mods, and then it becomes a process of elimination as to which one is causing it.
