HI... I CAN HEAR THE POLICE SCANNER.... BUT... THE PROBLEM IS THAT I CANT AND VOICES FROM THE DISPATCH...

LIKE WHEN U REQUIRES THE PLATES NUMBER AND EVERYTHING LIKE THAT FROM THE DISPATCH....

CAN SOMEBODY HELP ME?,,, I TRIED THREE TIMES... DOWN LOADING ALL THE LSPDFR FILES AND PLUGINS,ETC....

I HAVE ALL IN THE RIGHT FOLDER...., I CAN HEAR LIKE THE INTRO? (BLIP) BUT I CANT HEAR ANYTHING FROM DISPATCH...

I HAD THE GTA 5 DOWNLOADED WITH THE LANGUANGE KOREAN... I TOUGHT IT WAS THE REASON.. BUT I CHANGED TO ENGLIS... AND DOWN LOADED ALL AGAIN.. AND NOTHING...

Please try again, this time without caps lock. What exactly is the issue you are having? Not everything in LSPDFR is voiced, you know. Only the callouts are voiced, and then only what Rockstar made can be voiced. 

sorry for my bad english.... i know that not everything in lspdfr is voiced... but like you know each of the plugins have voices... when the dispatch reposts you something... or when you requires the plates number.. the dispatch read it to you.... i have the sound blip sound (before dispatch talk to you) and the another blip sound when they end talking to you... but anything of "voices" i cant hear it...

In LSPDFR none of the plates are read out with voice.

I don't think that is a feature of the police radio. Did you read anywhere in the readme/manual that that'd be a feature? 

even if its not the police radio features... you can see videos like https://www.youtube.com/watch?v=1Ad6dBtJfCQ (0:52) that if something happened

like an example... "call:armed driver reported in Strawberry" the voice read it to you after a blip sound..... i can hear the blip sounds but nothing like

reading it for me..

and if you request a back up or local air support unit... the dispatch read it to you from the police scanner(radio?) but i have only the blip sounds

Then you've failed to install either LSPDFR or the plugin correctly. Reinstall them both!
