Does anyone know what "An item with the same key has already been added" mean?

As per LukeD's guide HOW TO: Avoid Rockstar Updates I made a copy of the GTA5.exe, GTAVLauncher.exe and as most of you know GTA had an update today, so I put the files I backed up back into the main root disconnected my Internet and launched the game when I got the following error.

I'm usually pretty good at working these sort of things out myself but I'm kinda stumped on this one, any suggestions to what it's relating to so I can possibly fix it?

Try to delete your RagePluginHook.ini file and let it regenerate.

I also have this problem but only if I use the firewall to prevent GTAVLauncher.exe accessing internet.
The funny thing is that this firewall method worked well with older Ragehook versions.

Are you getting this all the time?

LSPDFR sometimes randomly crashes due to this error.

Sine I put the "old" launcher and GTA5 exe files back in the root as the GTA updated to the new version today (as per luked's guide)

That's interesting as I've been trying to launch the game with my Internet disconnected to prevent it from updating again. I'm using non steam version and can't seem to stop auto updates.

Does RPH require a connection?
