Notes:

 

The intake + exhaust fans in the case are 58 CFM (and 18db)
The graphics card reaches around 55°C under full load, and has 8GB of VRAM, which is future proof for upcoming games.
The 1866Mhz RAM didn’t have an extra cost over a 1600Mhz set, and 16GB is future proof for a few years.
I chose an 80+ Gold PSU due to the efficiency and it being modular.
The motherboard is a great overclocker, and has a spare PCIe x 16 slot, if I will need to Crossfire / SLI.
The unlocked Haswell CPU will save me money in the future, as an overclock will compensate.
The WiFi card will not bottleneck any speeds.

My question is: I am still not done with GTA IV yet, for a start I have never used an ENB, plus I really want to play more LCPDFR. But I heard that GTA IV has terrible optimization for AMD graphics cards, any tips? (I know it has bad optimization anyway) All I really want is 40-60fps, since I am used to 18fps looking smooth (struggles xD)

Please comment below on what you think of the build. I cannot upgrade until I really need to, because I am low on budget (not really, but I was told to build something powerful to last long)

That is a sweet build, I prefer Nivida Cards but that is a really nice Radeon. That processor is epic. What operating system you putting on it? I would recommend Win 10 with it. I upgraded to 10 from 7 64 bit and all my games got a addition 10 - 15 FPS, I guess Win 10 uses less resources. I`m running a fully loaded GTA IV at 85 fps average and that build is definitely more powerful then mine. You should be killing fps in IV and V.
