Also, I have tried reinstalling GTA, disabling antiviruses, updating net framework and nothing worked.

What mods are you running? Ragehook makes a beep everytime is loads an unrecongised modification. And it might possibly be one of those making your game crash

No other mods

Nevermind.  I updated Winrar and it allowed me to extract the Ragehook 27 files.
