Ok, so not to be a total tit, but I downloaded everything correctly. RAGE loads perfectly...I can get to the F4 menu.

 

But when I start story mode, I'm like in the normal GTA V story mode, how do I start running around free and driving fast in police cars?

 

I'm like stuck doing some bank heist which annoys me, I want to be free....

When I launch story mode, is that supposed to take me somewhere else?

 

You need to complete the first Single Player missions, which serves as a tutorial for the game or download a 100% SaveGame from the internet. LSPDFR does not modify the actual game that much, if it isn't running.
