The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Try to reinstall your mod, check that you are using latest version of ScripthookV and check that you have unblocked all DLL files including RPH.exe and LSPD first response.dll files

 

Just don't insult or demeaned big or small efforts because i know that you can't do it so calm down and just watch their awesome work 

Respect Efforts

Check your trainer make sure you've not enabled something like "police ignore player" or "Cops don't dispatch" you never know.
