The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I haven't been able to find an answer to this anywhere, so I was wondering how you add new playable peds in game, so for example, adding the security guard model to something you can play as. What file is it that I can modify this? I'm talking about already in game models, not new ones. Thanks

It's not possible as of yet to add your own peds to LSPDFR. It may be possible with the next upcoming version of 0.3, though, I am not sure.
