The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Must be a tattoo texture around one of the modding sites. I have yet to see it here, but I do in fact know of its existence.

I think I know why, I use the Emergency Uniforms Pack and to use one of the provided uniforms from the pack you have to select freemode male. So that's why you can't, you'd have to put the police uniform on the freemode male which would involve installing the emergency uniforms pack which is a pain in the ass.
