Apparently by holding E it does not seem to be stopping a suspect :/. Ctrl doesn't work half of the time.

Check that you are near from the suspect and using your gun (pistol) point on him then LSPDFR shows an E option to stop this suspect Front or Behind the suspect

 

Just don't insult or demeaned big or small efforts because i know that you can't do it so calm down and just watch their awesome work
