The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

No option to ask for drivers id in traffic stop

since doing the 0.2 update i have not had the option to ask for a drivers id during a traffic stop. i have done the most recent update 0.2b hoping to fix this issue but have not had any luck. everything is up to date and running properly besides this issue. any solutions or help towards fixing this problem would be appreciated 

Look at the support rules, we need more info. Trying to give you a solution is hard when we don't know anything. Give us ragehook.logs, pictures of your gta directory, things to help us solve your problem..
