OK, so I just downloaded the game. I'm using no ENB Mods or anything like that, the normal game. The lights (Headlights, emergency lights) look like total shit. The game looks fine to me (I can't download ENB or anything like that because my laptop won't  be able to handle it) so is there a mod that edits just the lights and not anything else?

Hi there, in order to change how bright your lights on your vehicle are, you will need to edit this in your visualsettings.dat. You can find this by going to your GTA IV Directory > Common > Data > Open VisualSettings.dat with NotePad > Locate " car.taillight.emissive.on " and change the number to lets say 20.00? If that's still to bright lower it down to what you need to.
