Updates after changes in OpenIV

I am new to the modding community so forgive my ignorance.

After making changes in OpenIV i run  RAGEPluginHook.exe which launches Social Club and then Social Club updates GTA V and rewrites everything i changed. and it downloads about 2.10Gbs every time.
Anyone know why? Probably user-error, Right?
