Wierd Polce Car Texture Issue GTA 5 (Please Help)

Hello all,

I have been reviewing GTA 5 mods lately and now want to get into LSPDFR more so I have been installing mods which have been going fine but when I try to replace a cop car skin (aka texture/livery/decal) it doesnt work and goes all wild pretty much destroying the looks of the car and after that give me a "no memory restart the game" bs error message.  I have read "Read Mes" and watch video tutorials which are not helpful until I hit the end of the internet looking for a way to fix this for the past few day and today someone had me make a "mods" folder inside my gta 5 directory and said to change skins in there which I have not been doing, well I install the car I am using in there and skins and it KIND OF WORKS but not fully so here we go.

Now I know the sheriff.ytd is normal looks from a distance and hi ytd is hd looks up close but ti seems my issue is in hi ytd. If you watch my video below you will see if I look at the cop car from a distance the skin works but up close it is crazy and crashes the game(Vid dont show game crashing)

So when I am in openIV I was looking around and here is what I seen.

See how the hi is not showing texture like the normal ytf?

everything I see is the same is the normal sheriff.ytf. (Not sure if it matters but the car says it holds 8 texture slots and the sheriff pack comes with 7 but it goes 1, 2, 3, 4, 5, 6, 8. So I renamed one and put it as the 7 slot for ytf and hi_ytf didn't work, I even delted 7 slot for both and still dont work)

All help s needed. I prefer you add me on skype (iTzKevinFTW) and walk me threw it if its not a basic issue but its been 4 days of screwing with it and I have had enough and just need help. If you help and fix it I can give you a shoutout on my yt but please help me first I need to get lspdfr series going.

Sorry if I get the YTD's and YTF names crossed up but most of you know what I mean.
