Frustrated and Cant get this to work!!!

So I have been attempting to get this mod installed. This will be my first install of any mod. I have followed the instruction via Various youtube videos and Forums. It just doesnt seem to work.

Rage will start I get no Blocked dll's but the Mod simply does not load and End up just playing the normal story mode with no mods. I have a stand alone copy of the game purchased from CDkeys.com and it loaded the 64 bit version of the game as I am running Win 7 PRo 64bit. I can be the only one that has this setup Perhaps some one can forward me to a thread that deals with the 64bit version of the game.

Give a clear, detailed description of the problem.
Explain any circumstances surrounding the problem.

State which version of the game you're using (Steam or Retail)
Post the RagePluginHook.log in a spoiler tag.
Include as much information as possible.
Post your system specifications. You need to meet the required system specifications for the mod to work properly.
Post what other mods you are using.
Post a screenshot of your GTA V Game directory.
